Abstract

The theme of this article is the impact on the registry offices in the State of Bahia cause by the new corona virus pandemic. Registry offices perform a public service where each registry is assigned to a candidate in the private sector after being approved on an exam. The registry office notary is fully responsible for, not only the regulations performed by him or other agents at the registry, but also for all the administrative management of the registry. Under the oversight of the Judicial Power, the registry offices had a huge increase in issuing regulations that controlled services during the pandemic, namely regulations issued by the National Justice Council. In addition to this, there was also requests from the Public Municipal Power regarding the issuing of regulations with measures to prevent Corona virus dissemination. The crisis provoked by the pandemic caused a huge drop in income revenue in the first semester in 2020, posing to the registry’s notaries and their agents a challenge: keeping the services active while facing that difficult period. The aim of this article is to analyze the main consequences from that period, understand the concerns and all the efforts from the notaries and their agents in combating Corona virus, as well as the need to adhere to the regulations, and at the same time provide an effective service despite all the difficulties faced by the registry, such as financial ones. The research is exploratory and focused on the analysis of the legislation, financial reports, and a structured interview conducted with the registry offices in the State of Bahia. The results found were mainly related to the difficulties faced by the notaries and their agents in adapting the registry offices to the legal demands posed by the control agencies during the pandemic, and it was also identified the need to increase knowledge in managing assets to make the registry offices financially balanced to manage high costs, keep service quality and the expected results.
